The course aims at a broader conceptual understanding of the role of impact assessment and introduces to recent concepts of monitoring and evaluating impacts of projects and programmes in development cooperation. This course introduces into approaches to decentralisation and discusses concepts of good governance at the various levels. Based on concrete case studies from Africa and the Balkan the potential and limits of development cooperation interventions to support decentralization will be examined.

The participants acquire knowledge and skills for the use of methods for the analysis of project processes and results and their use in project management.
