Abstract
This course analyzes the foundations and central challenges of Swiss foreign policy. After reviewing the history of foreign and neutrality policy conceptions since the early 20th century, the main determining factors of Swiss foreign policy will be discussed, and specific policy fields, such as policies vis-à-vis the EU and the UN, will be investigated.
Objective
Students should acquire a sound understanding of Swiss foreign policy and the relevant academic and political debates associated with it.
Content
After introducing the field of Foreign Policy Analysis, this course will first deal with the historical foundations and the conceptual development of Swiss foreign policy. The focus will be on Switzerland’s reactions to the new international orders after 1918, 1945, and 1989 as well as reactions to the terrorist attacks of 11 September 2001. Subsequently, some key determinants of Swiss foreign policy will be analyzed, with specific attention on neutrality, direct democracy, and the “special case” paradigm. Finally, the discussion will center on current challenges and debates in specific policy fields such as EU, UN, and peacebuilding policies. The first hour will consist of a lecture; in the second hour, the topics will be analyzed in depth through students’ contributions and plenary discussions in a colloquium-style setting.
