Abstract

Seminar-style course focusing on particular case studies at the intersection of governance, leadership, and technology.

Objective

By actively engaging in the course, students will be able to: · Gain awareness of national and international contexts shaping major developments in space activities. · Understand the main elements of the technical and governance landscape shaping space activities in specific domains. · Examine technical and programmatic trade-offs in a resource-constrained environment, balancing them with competing goals. · Engage with real-world practitioners and develop evidence-based recommendations under conditions of pressure and uncertainty. · Learn to examine decision-making options and implications from the perspective of a specific stakeholder. · Consider alternatives and develop ways to identify gaps and blind spots in one’s perspective. · Gain experience formulating and articulating the implications of decisions and tradeoffs from technical and non-technical standpoints.

Content

The history of space activities reflects the outcomes of complex balancing acts between rapidly advancing technologies, the governance frameworks set up to manage them, and the interests of a diverse set of actors involved in their development and use. Successful space enterprises – whether public, private, or a combination of the two – must understand and navigate these dynamics. Future space technology leaders, therefore, need to be aware of and learn how to approach the interplay between evolving technologies and the applicable governance (policy, law, regulation, and institutions) that impacts these activities. This course is designed to enhance systems-thinking and analysis skills by exposing students to real-world examples, in the form of case studies and live discussions with experts and leaders, that examine how these tensions have shaped outcomes across various domains.
