Abstract

Public law defines the functioning of the state and the relationship between citizens and the state. It includes the state organisation law, fundamental rights, administrative law and public procedural law.The introduction provides a general overview over public law, its sources, its principles and legal methods.

Objective

Students shall be able to - explain the creation and modification of constitutional and administrative law; - describe Switzerland as a democratic state; - interpret public law according to legal methods; - identify legal forms of action of the state and assess them; - apply selected topics of administrative law; - describe the conditions for law enforcement.

Content

Based on acts as well as doctrine, jurisprudence and official practice, the following contents are taught: - introduction into constitutional law; - sources and interpretation of the law; - the democratic state and its institutions; - fundamental rights; - principles of a general administrative law; - administrative actions; - administration of justice in public law - public property, monopolies, concessions, permits; - public charges; - federal personnel law and liability.
