Abstract

Conception, structure and impact of cadastral systems such as property and PLR-cadastre, digital twin and related spatial data infrastructures (SDI) as well as their importance for civil society and the economic development.

Objective

Students understand the concept, structure and impact of cadastral systems and related concepts such as land register, land administration, land management, PLR cadastre, digital twin and spatial data infrastructures. Students will be able to establish the connection between cadastral systems with economic prosperity, sustainable development and the fight against hunger and assess the contribution of the cadastre to achieving the United Nations Sustainable Development Goals (UN SDG). Students are able to evaluate the structure, impact, strengths and weaknesses of a cadastral system based on a comparison with the Swiss cadastral system ("Amtliche Vermessung") Students will be able to describe the significance of property cadastre data for the national geodata infrastructure (NGDI) and digital transformation.

Origin and purpose of cadastral systems Importance of documentation of property information as a basis for economic development Basic concepts of cadastral systems (legal basis, conceptual principles, types of property, real estate types) Importance of cadastral systems for societal prosperity due to the impact on the economy, society and the environment. Contribution of the cadastre to the achievement of the UN SDGs on gender equality, poverty and food security. Swiss cadastral system - legal basis; - organisation and financing; - Technical implementation; - Quality and integrity assurance; - profession - Integration and impact of cadastral data in the national spatial data infrastructure; - Relevance of property boundaries and their legal impact; - Importance of cadastral data as a basis for spatially related legal decisions; - Development prospects for the property cadastre. Contribution of cadastral systems as spatial reference data to the digital transformation of the society (Smart Cities) International trends such as geospatial twins (governmental digital twin), developments and initiatives to strengthen property rights, 3D cadastral system (above and below ground) and the potential of image recognition for mass data acquistion.
